The boundary
Pending means contractor review—not Medicare approval.
CMS directs applicants to these pending datasets when an enrollment application is still under contractor review. That makes the publication a useful operational event, but not an approval list.
A row does not prove enrollment, billing privileges, licensure, credentialing, a new practice, service availability, interest, or readiness to buy. Public NPPES address and telephone fields may be old, shared, or operational. Verify every record before relying on it.
What the launch run found
A meaningful twice-weekly delta, not another static NPI directory.
The July 13 files contained 1,763 NPIs that were absent from July 9. The complete run looked up every one in NPPES, applied the disclosed conservative taxonomy set, and selected 211 records.
